Police officers pay price for insurance scam: Editorial | NOLA.com

Two former law enforcement officials will serve time behind bars for a scheme to defraud an insurance company, and that stiff consequence is appropriate.

Kevin Guillot was a sergeant with the New Orleans Police Department when he filed a false claim with Progressive Insurance in June 2011 saying that his Ford F-250 had been stolen from a Jefferson Parish boat launch while he was out fishing.

His motive, according to a federal investigation, was to avoid paying for engine problems he was having with the truck. The plan was to claim something happened to the engine while the truck was out of his possession.

The scam proved far more costly than any repair bill. Mr. Guillot and his accomplice, Daniel Spears, who was then a Jefferson Parish Sheriff's deputy, both lost their jobs and will now lose their freedom. Mr. Guillot was sentenced by U.S. District Judge Sarah Vance to 11 months in prison, and Mr. Spears to six months. Mr. Guillot's nephew, Anthony Venezi, was sentenced to a year of probation for lying to officials to back up his uncle's story.

All three entered guilty pleas.

The damage was even more grievous for another accomplice, Salvadore Battaglia, who worked under Mr. Guillot at the NOPD. He filed a phony report saying that the truck had been recovered. He committed suicide shortly after news broke about the investigation.

Defrauding an insurance company is a serious crime in itself, but Mr. Guillot and Mr. Spears used their law enforcement positions to execute the scam. That's a betrayal of the public trust. Their sentencing should send a strong message that abuse of power will not be tolerated.

Vandals damage monument to late Russian leader Yeltsin

MOSCOW (Reuters) - Vandals defaced one of Russia's few monuments to its first post-Soviet president Boris Yeltsin on Friday, covering it with blue paint and chipping the letters of his name on the pedestal, police in his home region in the Ural Mountains said.

Yeltsin gained popularity by challenging the Soviet Union's Communist bosses with calls for faster reform, but he is reviled by many Russians who accuse him of hastening the Soviet collapse and have dark memories of his rule in the chaotic 1990s.

The monument, a tall stone slab with a carved relief of a stern-faced Yeltsin, was unveiled in the Sverdlovsk regional capital of Yekaterinburg 18 months ago by then-president Dmitry Medvedev.

State television showed workers hosing the paint off the monument from a cherry picker after the pre-dawn attack, whose culprits face up to three months in jail if found.

"We are deeply outraged by this act of vandalism," Vadim Naumenko of the Boris Yeltsin Presidential Center told RIA news agency, urging city authorities to ensure it is not repeated.

"Dialogue and dispute should be conducted in a civilized manner, otherwise we will move from rebellion to rebellion in Russia, from revolution to revolution," Naumenko said.

Yeltsin was elected president of Russia in June 1991, when it was still part of the Soviet Union, and emerged as the undisputed leader of a new Russia after he stared down the tanks of a hardline communist coup attempt that August.

Mikhail Gorbachev resigned as president of the Soviet Union in December 1991, sealing its break-up.

Yeltsin was re-elected in 1996 and stepped down in 1999, making Vladimir Putin Russia's acting president after nine years in power marred by economic hardship, war in Chechnya and a decline in Moscow's global clout.

Yeltsin, who suffered health problems and bouts of public drunkenness, died in 2007 at the age of 76. Putin was elected president in 2000 and 2004, and again in March of this year after four years as prime minister.

Mayor: Criminal probe under way in Shelton City Hall

SHELTON -- A criminal investigation in City Hall is centering on the alleged misappropriation of at least $218,000 by Sharon Scanlon, the city's former assistant finance director, according to Finance Director Louis Marusic.

The discovery was made on July 25 by Marusic, who said he personally turned over documentation to the city's auditors "to verify" that amount. "She appeared to have committed fraud in that amount over a two-year period," Marusic said during an interview at his home Friday.

Scanlon oversaw the accounting and control section of the city's finance department which handles accounts payable, said Marusic.

This, he said, includes processing vendor payments and grant money and handling the city's payroll accounts.

Scanlon, who held the job for the past 17 years, did not return several phone calls for comment Friday.

Mayor Mark Lauretti said the city has accepted Scanlon's resignation.

Marusic, who was placed on paid administrative leave Monday by Lauretti, would not say how Scanlon was allegedly misappropriating the money. "I don't want to jeopardize the investigation," he said.

However, Marusic said sources close to the investigation tell him that amount is now "close to $320,000 over three years."

Lauretti announced Friday that a criminal probe is under way into the matter.

"The city of Shelton is currently investigating the theft of public funds in the Finance Department," Lauretti said in a written statement.

He said city auditors are assisting law enforcement personnel in the probe and that the city is also pursuing "various avenues to obtain full restitution."

Lauretti said that outside personnel have been put in place to provide oversight in the finance department in Marusic's absence.

Marusic, Lauretti said, is not a suspect.

Nevertheless, Marusic said, the mayor has been trying to force him to retire. "He told me it would be better to do that because the result of the criminal probe would be `a very bad reflection' on me."

But Marusic, finance director for the past 31 years, says he will "stay put" and continue to cooperate with law enforcement. "I am not part of the fraud. I uncovered [it] and turned it over to the auditors."

Lauretti could not be reached Friday for comment.

This is the latest in a series of incidents involving fraud in municipal offices in the Valley.

In recent weeks, Karen Guillet, the former Oxford tax collector, pleaded guilty to first-degree larceny for taking at least $243,902 in town funds; Bridget Bostic, Ansonia's tax collector was put on administrative leave after admitting to issuing DMV releases to city employees, and Katherine Kulhawik, a full-time Derby tax clerk was suspended for allegedly mishandling cash payments.

Greek hopes of reform leeway face test in Berlin

BERLIN (AP) ? The new Greek prime minister's hopes of winning more time from creditors to implement reforms and spending cuts face a tough test as he travels to a deeply skeptical Germany on Friday to meet German Chancellor Angela Merkel.

Prime Minister Antonis Samaras visits the chancellery a day after Merkel and French President Francois Hollande ? the leaders of the 17-nation eurozone's two biggest economic powers ? pressed Greece to keep pushing through painful reforms and made no mention of his hopes for more leeway.

In a charm offensive in German and French media this week, Samaras has been arguing that his nation should have more time beyond the mid-2014 deadline to complete reforms that are a condition of it continuing to receive bailout loans. Without the help, Greece would be forced into a chaotic default on its debts and could be forced out of the eurozone.

Germany's finance minister has argued that giving Greece more time wouldn't solve the country's problems, and the parliamentary caucus leader of Merkel's conservative bloc poured more cold water on the idea Friday.

A German official speaking on condition of anonymity to discuss the informal Merkel-Hollande talks said the leaders agreed that credibility is key to overcoming the crisis and they would underline that in meetings with Samaras.

Athens has faltered in the speed and effectiveness of implementing the reforms, irritating its creditors, notably Germany, which is the single largest contributor to its ?240 billion ($300 billion) bailout packages. Weeks of political wrangling in Greece that ultimately brought a coalition government under Samaras to power didn't help.

Greece's continued access to the bailout packages hinges on a favorable report next month from the so-called "troika" of the country's debt inspectors ? the European Union, European Central Bank and the International Monetary Fund. If Greece is found to have failed on key economic reforms that are conditions of the bailout loan, vital funds could be halted.

"For me, it's important that we all stand by our commitments, and in particular await the (publication of) the troika report, to then see what the result is," Merkel said at the beginning of her meeting with Hollande. "But I will encourage Greece to follow the path of reform, which demands a lot of the Greek people."

Hollande stressed: "I want Greece to remain in the eurozone. That's my wish. That's our wish." But he added that "of course Greece must make the necessary efforts for this to happen."

Samaras meets Hollande in Paris on Saturday following his visit to Berlin.

German officials question Samaras' assertion that giving Greece more time doesn't have to mean giving it more money. And Merkel would have to get approval for any extra funding in Parliament, where lawmakers in her center-right coalition have no appetite for another Greek rescue program.

"Nowhere is the saying that time is money so true as in this case," Volker Kauder, the parliamentary leader of Merkel's conservatives, told ZDF television. "And we cannot make more money available."

He said he was "very skeptical" about giving Greece more time. While he stressed that Europe must wait for the troika's report, he said: "my position is that neither the time nor the position in substance can be renegotiated; Greece must now fulfill its duties."

Some German politicians ? though not Merkel or her finance minister ? have talked openly in recent weeks about the possibility of Greece leaving the euro, and the vice chancellor, Economy Minister Philipp Roesler, has said that the idea of a Greek exit has "lost its horror."

Asked whether the euro would fail if Greece leaves, Kauder replied that rescue funds are in place to help prevent contagion of other countries, and pointed to good progress in bailed-out Portugal and Ireland ? so "I would say that this wouldn't be a problem for the euro."

We hear about the risks of delayed motherhood every other day. But what about the risks that go with delaying fatherhood?

A new finding, published in the Journal Nature, linking old sperm to autism, along with schizophrenia, suggests that maybe a man?s age does matter after all.

By starting families in their thirties, forties and beyond, men could be increasing the chances that their children will develop autism, schizophrenia and other diseases often linked to new mutations. ?The older we are as fathers, the more likely we will pass on our mutations,? says lead author K?ri Stef?nsson, chief executive of deCODE Genetics in Reykjavik. ?The more mutations we pass on, the more likely that one of them is going to be deleterious.?

These mutations occur each time a man?s sperm cells divide. According to this article, sperm undergoes DNA replication roughly 840 times by the time a man reaches 50 years old.

Dr. Stefansson?s team compared the genetic information of 78 trios of mother, father and child, keeping an eye on spontaneous mutations present in the child that were not present in the parents. They found, don?t ask me how, that the number of mutations passed on by the fathers was nearly four times those of the mothers.

Not only that, but correlations between age and the number of mutations passed to the child were notable:

The father?s age also accounted for nearly all of the variation in the number of new mutations in a child?s genome, with the number of new mutations being passed on rising exponentially with paternal age. A 36-year-old will pass on twice as many mutations to his child as a man of 20, and a 70-year-old eight times as many, Stef?nsson?s team estimates.

While everyone displays inherited mutations in their genetic makeup, the more mutations the higher the chance of having one which is linked to the risk for autism and, possibly, schizophrenia.

A N.Y. Times report on this study, concludes:

In the end, these kinds of mutations may account for 20 to 30 percent of cases of autism, and perhaps schizophrenia, some experts said. Dr. Stefansson and other experts said that an increase in the average age of fathers had most likely led to more cases of autism. Unlike other theories proposed to explain the increase, like vaccinations, it is backed by evidence that scientists agree is solid.

The N.Y. Times also points out that the birthrates for fathers over 40 have increased far more than 30 percent in the past 30 years, yet the rate of autism diagnosis is ten times what it was back then. Therefore, this finding doesn?t begin to explain the increasing rate of autism.

But it does suggest that women aren?t the only ones who need to worry about how time affects reproduction. Having a mature husband, he was 48 when we had our first daughter, I can only deduce that older dads, and moms, make beautiful and brilliant babies.
